Abstract

This study examines the influence of competence, organizational support, and professional commitment on the perceived utilization of work outputs among legislative expert staff in the Indonesian House of Representatives (DPR RI). In knowledge-based public organizations, the effective utilization of expert work outputs is essential for supporting evidence-informed decision-making and institutional performance. This research employed a quantitative explanatory approach using survey data collected from 150 legislative experts selected through purposive sampling. Data were analyzed using Partial Least Squares Structural Equation Modelling (PLS-SEM). The findings indicate that competence and organizational support do not have a significant direct effect on perceived work output utilization. Competence also does not significantly affect professional commitment. However, organizational support has a significant positive effect on professional commitment, while professional commitment significantly influences perceived work output utilization. The mediation effect of professional commitment was not supported. These findings suggest that professional commitment plays a crucial role in enhancing the perceived value and utilization of expert work outputs. The study highlights the importance of fostering professional commitment through supportive organizational environments to improve the effectiveness of legislative institutional support systems.
